How do you unlock the Storm Coast?
The Storm Coast is a questing area in Dragon Age: Inquisition. To access the area, you must first complete the War Table operation Scout the Storm Coast. The area is rich in resources and must be later re-visited as Inner Circle Quests open up, so don’t be surprised if you find areas you cannot enter.

Do I need to keep Mercy’s crest?
Notes. You must wear the Mercy’s Crest throughout the challenge, preferably equipped before approaching the camp. Having it in your inventory will get you through the doors, but the quest will not update properly unless it is actually equipped to the amulet inventory slot.
How do you requisition Mercy’s crest?
In order to requisition the item, an amulet called a Mercy’s Crest, you need to craft it from a requisition table at any camp. You’ll need 1 Deepstalker Hide and 2 Serpent Stones, all of which can be found in the Storm Coast. Once you craft it, your main character needs to wear it.
Where is the serpent stone?
The Serpent Stone is found on Serpentstone Isle, a small snow-covered island far to the north-east of the College of Winterhold.
